You can write a message or poem to her and put it in a bottle. You have different options as to how she will get the bottle. You can have the bottle delivered to her home and as she's finishing up to read the letter, you pop up at her door and propose.
You can also have the bottle brought to her during a romantic dinner. She will see an empty bottle with a note in it.
